Made-in-India EMS Mandated for BESS

On August 4th, 2025, the Ministry of Power (MoP), Government of India, mandated the use of indigenously developed Energy Management Software (EMS) for Battery Energy Storage Systems (BESS) to access Viability Gap Funding (VGF) under the Power System Development Fund (PSDF). This is a game-changer for building a self-reliant, sustainable grid.
BESS is rapidly emerging as a key asset for grid stability and optimizing electricity economics. As per the National Electricity Plan, India needs over 1,000 GWh of BESS capacity by 2047 – starting from 40 GWh in 2025 and scaling up massively.
What the mandate says
The Ministry of Power’s amendment to the Operational Guidelines for the Viability Gap Funding scheme (F.No. 48-15/7/2025-NRE, dated 4 August 2025) inserts a new clause 3.9:
“The Application Software of the Energy Management System (EMS) of the BESS shall be developed indigenously within India.”
A further clause requires “ensuring that the BESS installed is of requisite quality as per best industry practices and refurbished battery cells are not used in the project.”
What is EMS?
The Energy Management System (EMS) is the operating system of a BESS.
A BESS (Battery Energy Storage System) is made up of thousands of electronic parts which need to be run in harmony for a BESS to function as desired.
India needs 1000+ GWh of BESS capacity by 2047
BESS is a fast emerging asset class in electricity infrastructure, used to maintain grid stability and improve electricity economics. As per the National Electricity Plan and forward-looking forecasts, India’s required BESS capacity scales as:
- 2024 — 40 GWh
- 2025 — 70 GWh
- 2030 — 200+ GWh
- 2047 — 1000+ GWh
