Maharashtra's Storage Mandate: What It Means for HT-Industrial vs HT-Commercial
Maharashtra's storage mandate lands differently on every HT consumer. For industrial loads it can become the best-returning asset on site; for evening-peaking commercial loads, the solar-to-peak arbitrage is the best in the state.
Maharashtra's storage mandate is now in force, and it is coming for your electricity bill. Whether that turns out to be a threat or a windfall depends on which kind of HT consumer you are. Industrial or commercial, your load profile decides the right battery energy storage (BESS) strategy.
The mandate sets the floor for every new solar project above 100 kW. What sits above that floor, and how much value a battery creates, is set by when your site actually consumes power.
HT-Industrial above 100 kW: the heavy hitter
If you are an HT-Industrial consumer, you are the biggest load on the feeder, so the mandate finds you first. The good news is that the same rule can be turned into an earning asset:
- ₹8–10: a right-sized battery moves cheap midday solar into your evening peak.
- 10 years: 4-hour captive storage stops the state charging you electricity duty for a decade.
Sized deliberately rather than to the bare minimum, your compliance cost is rewritten as your best-returning asset.
HT-Commercial above 100 kW: the evening peaker
Malls, hotels, hospitals and offices share one pattern: their load spikes after sunset. That is exactly when Time-of-Day (ToD) rates top out, and exactly when rooftop solar clocks off.
A battery is the bridge. It stores cheap daytime solar and discharges it into your priciest hours. For evening-peaking loads, this arbitrage is the best in the state, because the gap between when solar is produced and when power is most expensive is widest for them.
Two consumers, two numbers, one tool
The same mandate produces two very different numbers for a factory and a hotel. What matters is a tool that knows the difference. Ingro Sims sizes the battery, prices the exact hardware and shows your payback under Maharashtra's new rules, not a rule of thumb. You can model your category free at sims.ingroenergy.com.
